Rules read before any plan
Who runs the contest, who judges or votes, what the rules require and what the prize is: those four answers come first, and any plan follows them.
A plain no where votes cannot decide
Judges' scores and mixed formats can dilute a public vote. Where extra votes cannot change the outcome, the answer says so before anything else.
Votes paced to the voting window
Delivery follows the days the organiser leaves open, spread across them, not dropped in one block. A nearly shut window leaves little to spread, and the plan admits it.
Refund covers what never arrives
Votes ordered for a contest that never reach its count are refunded. A result, a disqualification or a voided vote never falls under it; those calls belong to the organiser.
Sources named, gaps admitted
Each answer quotes the organiser's published rules. Where the rules are silent on outside votes, the answer records the silence and does not fill it with a guess.

Mail the name of the contest, its closing date with a time zone, and a link to the official rules. Those three items are enough for a first reading.

The desk checks who may vote, how often, who judges and what the organiser may void. If the rules leave extra votes nothing to do, the answer is no.

It states what the contest counts, how votes would be spread over the days left, and what is refunded if part of the order falls short.

Those rules govern entry to a sweepstakes or promotion, and whether paying for votes in a contest is lawful where you live is a question for a lawyer. No order is taken for a sweepstakes or other chance draw, for a political ballot, or for a contest whose rules bar outside votes.

America's Favorite Pet calls its dates approximate and lets its operator extend deadlines, so that moment is the organiser's to set. A result, a disqualification and a voided vote are never refunded.
